It was created by a split from Torvastad on 1 November 1888. The new municipality had a population of 1.665. On 1 January 1911 a part of Skåre with 3.847 inhabitants was moved to the neighboring municipality Haugesund. On 1 January 1965 the rest of Skåre, then with 6.772 inhabitants, became a part of Haugesund.

James Sinclair was a prosperous trader and a natural leader. In the hope of preserving the Columbia district on the west coast from being taken over by the United States he, in 1841, had led a party of Red River inhabitants from Fort Garry through the Sinclair pass and established them in what is now the state of Oregon.
